The Philippines governs AI through strategy documents and programs, not a dedicated statute. Knowing which is which matters: a strategy sets direction, a framework guides conduct, and only a law binds.

Timeline of Philippine AI policy: NAISR 2.0 and CAIR in July 2024, the National AI Strategy in May 2025, the DOST-PCIEERD roadmap in December 2025, Project AGAP.AI in January 2026, NAICRI in February 2026, and a targeted Pax Silica signing in November 2026. — Six instruments in two years. National AI Strategy for the Philippines (NAIS-PH)

A whole-of-government framework running through 2028, built on five pillars: infrastructure, workforce capacity, innovation ecosystem, ethical policy frameworks, and deployment in priority sectors such as healthcare and agriculture. This is the cornerstone document of the current regime.

Project AGAP.AI

Department of Education (DepEd) · Launched 9 January 2026 · Rolling out

The first nationwide program for responsible AI in basic education. Targets 1.5 million students, teachers and parents trained in AI literacy and ethical use during 2026. Covers AI fundamentals, classroom use, ethics, data privacy and misinformation risk. Teacher training modules were scheduled for the second quarter of 2026. Supported by MIT's Responsible AI for Social Empowerment and Education (RAISE) initiative and the Day of AI program, with a parallel Microsoft Philippines partnership.

House Bill No. 7396 — AI Development and Regulation Act

Would create an AI Development Authority (AIDA) to centralize oversight, assign national strategy duties, and set out compliance obligations. Not yet law — the Philippines currently governs AI through strategy and framework documents rather than a dedicated statute.

Artificial Intelligence Governance Framework

There is no Philippine AI statute in force. House Bill 7396 would create an AI Development Authority, but it remains under review — anyone describing the Philippines as having AI regulation is describing a bill, not a law. The binding constraints today come from existing instruments such as the Data Privacy Act, not from AI-specific legislation.
